ment in the Legislative Council by Sir Henry Kay was for- warded by him in his despatch No.281 of the 12th August, 1915, and the Church Missionary Society is being subsi- dised to the extent of $10,000 a year in respect of its assistance in carrying on the German institutions. This Government has further found it necessary to pay a sum of 824,359 owing by the Berlin Foundling House, in the circumstances explained in paragraph 2 of Mr. Severn's confidential despatch of the 23rd June, 1919.

It was explained in paragraph 6 of that despatch that a large part of the work of the enemy missions was in connection with Chinese foundlings and blind girls who were brought into the Colony from China, and I agree with Mr. Severn that the practice of bringing such children into Hongkong should be put a stop to. In pursuance of this policy arrangements were made with the Church Missionary Society, as shown in the enclosed copy of a letter from the Society, for the removal of a number of blind children to Canton, and the Society was informed that children should not in future be imported in connec- tion with the German missions.

It will be seen from the last enclosure that the arrangements made for the care of the children resulted in the vacating of the Berlin Foundling House. This property heads the list which was enclosed in Mr. Severn's despatch No.109 of the 7th April, 1919. It is something over an acre in extent and the value of the land alone is there given in the sum of $115,312. An enquiry as to the possibility of purchase was referred to Mr. Long.
